Let \(q\) be a prime number or \(q=1\). For a congruence surface \(X_q=\Gamma_0(q)\backslash H^2\) let \(\pi_q:X_q\to X_1\) be the natural projection from \(X_q\) onto \(X_1\). For a connected compact Jordan measurable subset \(A=A_1\subset X_1 \) let \(\{A_q^0\mid q\,\text{prime}\}\) be an arbitrary sequence of connected components of \(\pi_q^{-1}(A)\). The author proves that for an arbitrary sequence of cusps \(\{\kappa(q)\}\) and any connected compact Jordan measurable subsets \(A,B\subset X_1\) we have \[ \lim_{q\to\infty}\frac{\int_{A_q^0}|E_{q,\kappa(q)}(z,\frac12+it)|^2\,dV_q(z)}{\int_{B_q^0}|E_{q,\kappa(q)}(z,\frac12+it)|^2\,dV_q(z)}=\lim_{q\to\infty}\frac{\text{vol}(A_q^0)}{\text{vol}(B_q^0)}=\frac{\text{vol}(A)}{\text{vol}(B)}, \] where \(E_{q,\kappa(q)}\) is the Eisenstein series for \(\Gamma_0(q) \) at the cusp \(\kappa(q)\), \(dV_q=\frac{1}{\text{vol}(X_q)}\frac{dxdy}{y^2}\) is the normalized volume measure on \(X_q\). This is an analog to the phenomenon called quantum ergodicity.
