    The aim of this paper is to give a min-max estimate on the volume width of a closed Riemannian manifold with nonnegative Ricci curvature. A function \(f:M\to\mathbb R\) is a PL-Morse function if there exists a simplicial complex structure on \(M\) such that \(f\) is linear on every simplex of \(M\) and takes pairwise distinct values at the vertices of \(M\). The main results of this paper are the following: Theorem I: Let \(M\) be a complete Riemannian \(n\)-manifold with nonnegative Ricci curvature. For every bounded domain \(D\) in \(M\), there exists a PL-Morse function \(f:D\to\mathbb R\) such that \(\sup_t\text{\,Vol}_{n-1}(f^{-4}t)\leq C_n\text{Vol}_n(D)^{{n-1\over n}}\), where \(C_n\) is an explicit positive constant depending only on \(n\). Theorem II: Let \(M\) be a closed Riemannian \(n\)-manifold with nonnegative Ricci curvature. There exists an embedded closed minimal hypersurface \(S\) in \(M\) with a singular set of Hausdorff dimension at most \(n-8\) such that \(\text{Vol}_{n-1}(S)\leq C_n\text{Vol}_n(M)^{{n-1\over n}}\), where \(C_n\) is an explicit positive constant depending only on \(n\).
