    Let \(k(x,y)\) be a symmetric function, that is, a measurable function on \((0,+\infty)\times(0,+\infty)\) satisfying \(k(x,y)=k(y,x)\) for \(x,y\in(0,+\infty)\). Let \(k_\lambda(x,y)\) be a homogeneous function of \(-\lambda\)-order (\(\lambda>0\)), that is, \(k(xu,xv)=x^{-\lambda}k(u,v)\); then the function \(k(x,y):=k_\lambda(x,y)(xy)^{(\lambda-1)/2}\) is homogeneous of \(-1\)-order. The main result of the paper under review is as follows. Let \(p,q>1\) such that \(1/p+1/q=1\). Let \(k_\lambda(x,y)\) be a symmetric function homogeneous of \(-\lambda\)-order, and define \(k(x,y)\) as above. Suppose that, for fixed \(x>0\) and \(r=p,q\), the functions \(k(x,t)(x/t)^{1/r}\) are decreasing in \(t\in(0,+\infty)\) and let \(\omega_r(x):=x^{r(1-\lambda)/2}\). Under some assumptions on the continuity and positivity of \(k(1,u)\), the next two equivalent inequalities are proved: \[ \sum_{n=1}^{\infty}k_\lambda(m,n)a_mb_n<k_p\| (a_n)\| _{p,\omega_p}\| (b_m)\| _{q,\omega_q}, \] \[ \left\{\sum_{n=1}^{\infty}\omega_q^{1-p}(n)\left(\sum_{m=1}^\infty k_\lambda(m,n)a_m\right)^p\right\}^{1/q}<k_p\| (a_n)\| _{p,\omega_p}, \] where \((a_n)\in\ell^p_{\omega_p}\), \((b_m)\in\ell^q_{\omega_q}\) (\(a_n,b_m\geq0\)), \[ \ell^r_{\omega_r}:=\left\{(c_n):\;\| (c_n)\| _{r,\omega_r}:=\left(\sum_{n=1}^\infty \omega_r(n)c_n^r\right)^{1/r}\right\} \] (\(r=p,q\)) and the constant factor \(k_p:=\int_0^\infty k(1,u)u^{-1/p}\,dt\) is sharp. This result extends previous ones of the author [J. Math. Anal. Appl. 325, No.~1, 529--541 (2007; Zbl 1114.47010)] in the non-homogeneous case. Additionally, applications to some Hilbert-type inequalities are given in the final section by selecting adequate functions \(k_\lambda(x,y)\).
