The author essentially completes the description of the Brauer-Long group \(BD(R,H)\) for \(R\) a commutative ring, \(H\) a finite commutative and cocommutative Hopf algebra, by generalizing the exact sequence for \(H = RG\), \[ 1 \to BD^ s(R,G) \to BD(R,G) \to \text{Aut}(G\times G^*)(R) \] of \textit{S. Caenepeel} and \textit{M. Beattie} [Trans. Am. Math. Soc. 324, No. 2, 747-775 (1991; Zbl 0724.13003)] to the general Hopf algebra case. He constructs a map \(\beta: BD(R,H) \to \text{Aut}_{\text{Hopf}}(H \otimes H^*)\) with image in \({\mathcal O}(R,H)_{\text{min}}\), an orthogonal subgroup of \(\text{Aut}_{\text{Hopf}}(H \otimes H^*)\). It is an open question whether or not \(\beta\) is surjective. \(\text{Ker }\beta = BD^ s(R,H)\) was shown by the author in part I [Isr. J. Math. 72, No. 1/2, 38-83 (1990; Zbl 0724.13002)] to be a semidirect product of the Brauer group of \(R\) and the groups of \(H\)-Galois and \(H^*\)-Galois objects, respectively. Other aspects of the theory for \(H = RG\) are generalized to \(H\) as above in this paper as well; see \textit{A. P. Deegan} [J. Lond. Math. Soc., II. Ser. 23, 223-240 (1981; Zbl 0475.13005)] and \textit{M. Orzech} [Can. J. Math. 28, 533-552 (1976; Zbl 0337.13004)]. Since this paper appeared, progress has been made on generalizations of this theory to Hopf algebras \(H\) without commutativity and cocommutativity restrictions [\textit{S. Caenepeel, F. Van Oystaeyen} Quantum Yang-Baxer module algebras, \(K\)-Theory Art. 180 (1993) and \textit{S. Caenepeel, F. Van Oystaeyen} and \textit{R. Zhang}, The Brauer group of a quantum group, preprint].
