    The equation (1) \(Wu:=u_{xx}+u_{yy}+(\mu /y)u_ y=f\), \(\mu >0\) constant, is studied in the half plane \(y>0\). The operator W is a model for elliptic operators singular on a line. It occurs in various specific forms in, for example, generalized axially symmetric potential theory (GASPT), problems of the mechanics of continua, the theory of various classes of special function and integral transforms, fractional integrals and derivatives and in a number of variational techniques. References are given to appropriate survey articles. The main result of the paper is concerned with establishing weighted a priori bounds for (1) in the half space \(y>0\). It is shown that if \(p>1\), \(0<\alpha +p^{-1}<1+\mu\), u has bounded support and \(y^{\mu}u_ y\to 0\) as \(y\to 0^+\) then the \(L_ p\) norms of \(y^{\alpha}u\) and \(y^{\alpha}| D^ 2u|\) are bounded by the \(L_ p\) norm of \(y^{\alpha}f\). The results are used to study in a suitably weighted Sobolev class an associated boundary value problem in an open rectangle.
