In this article, the Vlassov-Poisson system in a convex bounded region \(\Omega\subset\mathbb R^3\) is considered, with specular reflection condition at boundary \(\partial \Omega\). The system reads \[ \begin{cases} \partial_t f+v\nabla_xf+\nabla_x \varphi \nabla_vf=0 &\text{for } x\in\Omega,\;v\in\mathbb R^3,\;t>0,\\ \Delta \varphi=\int f\,dv, &\,\quad\;x\in\Omega,\\ \frac{\partial \varphi}{\partial n_x}=h, &\,\quad\;x\in\partial\Omega,\\ f(0,x,v)=f_0(x,v) &\text{for } x\in\Omega,\;v\in\mathbb R^3,\\ f(t,x,v)=f(t,x,v^*) &\text{for } x\in\partial\Omega,\;v\in\mathbb R^3,\;t>0, \end{cases}\tag{VP} \] where \(v^*=v-2n_x\cdot v\). Let \(\Gamma\) be a singular set defined by \[ \Gamma=\{(x,v)\in \Omega\times\mathbb R^3: x\in\partial\Omega,\;v\in T_x\partial\Omega\}. \] The following existence result is proved: Let \(f_0\in C_0^{1,\mu}(\overline{\Omega}\times\mathbb R^3)\) for \(0<\mu<1\), such that \(f_0\geq 0\) and \(f_0=Cte\) if \(\text{dist}((x,v),\Gamma)\leq \delta\), for a small positive \(\delta\). Suppose that \(h\in C^{2,\mu}(\partial\Omega)\) with \(h>0\) and \[ -\int_\Omega \int_{\mathbb R^3} f_0\,dx\,dv=\int_{\partial\Omega} h\,dS_x. \] Then there exists a unique solution \((f,\varphi)\) of (VP), compactly supported in \(x\) and \(v\) in suitable Hölder classes. The result extends previous work by Pfaffelmoser (1992) and Lions-Perthame (1991) which dealt with the case without boundary \((\Omega=\mathbb R^3)\).
