A four-dimensional Osserman manifold is said to be of type II if the Jacobi operator \(R_X\) on a vector \(X\) in the \((++--)\) setting takes the Jordan canonical form \[ R_X= \begin{pmatrix} \alpha\\ & \beta\\ & 1 & \beta\end{pmatrix}. \] For this manifold it is proven here that \(R_X\) are two-step nilpotent or otherwise there exists a local coordinate system for which the metric is given by \[ dx^1 dx^3+ dx^2 dx^4+ \sum_{i< j= 3,4} s_{ij} dx^i dx^j, \] where \(s_{ij}(x_1,\dots, x_4)\) are certain functions of the form \[ s_{33}= x_1^2{r\over 6}+ x_1 P+ x_2Q+ A, \] \[ s_{44}= x^2_2{r\over 6}+ x_1 S+ x_2 T+ B, \] \[ s_{34}= x_1 x_2{r\over 6}+ x_1 U_1+ x_2 V+ C, \] where \(P\), \(Q\), \(S\), \(T\), \(U\), \(V\), \(A\), \(B\) and \(C\) depend on \((x_3, x_4)\) and \(r\neq 0\) denotes the scalar curvature.
