The authors consider a pair of competitive neural networks (CNNs) with bounded time-varying discrete and distributed delays. They create a control signal, which depends on the states of both networks, and add this to the dynamics of one of the networks (the slave), with the objective of synchronising (i.e.~making identical) the dynamics of the two networks in finite time. They give conditions under which this can occur, and also give an upper bound on the time to synchrony. The results are demonstrated with several numerical examples.
