This paper is concerned with a surface fitting problem by means of monotone Powell-Sabin splines: The authors recall a method for constructing a local basis for these splines and present a subroutine package for solving the problem when the noisy measurement data are arbitrarily distributed. The Powell-Sabin spline is expressed as a linear combination of locally supported basis function used in their Berstein-Bézier representation. The practical aspects of the implementation of the subroutine package, as well as some numerical results, are discussed.
