Every arrangement of \(N\) cooriented rational affine hyperplanes in the Euclidean \(d\)-space determines a \(k\)-dimensional subtorus \(T^k\) in \(T^N\) with \(k=N-d\) and therefore an action of \(T^k\) on \({\mathbb C}^N\). Via the same data one constructs the induced action of \(T^k\) on \({\mathbb H}^N = T^\ast {\mathbb C}^N\) and the quotient \(M\), of this action. That's a definition of a hypertoric variety \(M\) which carries a natural action of the circle induced by the scalar action on the fibers of \(T^\ast {\mathbb C}^N\). The authors study this action and, in particular, compute its fixed points and its equivariant cohomology. As an application they compute the following deformation \(H^\ast_{{\mathbb Z}_2} ({\mathcal M}(H);{\mathbb Z}_2)\) of the Orlik-Solomon algebra of \({\mathcal M}(H)\), the complement to the complexification of an arrangement \(H\).
