Optimal control problems of Mayer and Bolza type are studied for semilinear distributed parameter systems in a Banach space. It is shown how the superdifferential of the value function can be used to prove both necessary and sufficient conditions for optimality. The necessary conditions provided by the Pontryagin Maximum Principle are completed by suitable co-state inclusions which lead to sufficient conditions. A result concerning the optimal feedback control system is also given.
