Let \(V_d\) be the space of binary forms of degree \(d\) with complex coefficients, let \(\lambda\) be a partition of \(d\), and let \(X_\lambda\subset V_d\) be the set of forms with root multiplicity corresponding to \(\lambda\). The set \(X_\lambda\) is closed and \(\text{GL}_2(\mathbb C)\)-invariant with respect to the natural action of \(\text{GL}_2(\mathbb C)\) on \(V_d\). The authors calculate the equivariant Poincaré dual of \(X_\lambda\), generalizing formulas of Hilbert and Kirwan. In the second part they apply these results to present the cohomology ring of the corresponding GIT moduli spaces by geometrically defined relations.
