For a Lie algebra \(\mathfrak g\) and its subalgebra \(\mathfrak h\), a classical dynamical \(r\)-matrix over the base \(\mathfrak h\) is an \(\mathfrak h\)-equivariant meromorphic function \(r:{\mathfrak h}^*\rightarrow{\mathfrak g}\otimes{\mathfrak g}\) such that \(r(\lambda)+r_{21}(\lambda)\) is \({\mathfrak g}\)-invariant and satisfying the classical dynamical Yang-Baxter equation: \[ \frac{\partial r_{23}}{\partial\lambda^i}h_i^{(1)}- \frac{\partial r_{13}}{\partial\lambda^i}h_i^{(2)}+ \frac{\partial r_{12}}{\partial\lambda^i}h_i^{(3)}= [r_{12},r_{13}]+[r_{13},r_{23}]+[r_{12},r_{23}], \] where \(\{ h_i\}\subset{\mathfrak h}\) and \(\{\lambda^i\}\subset{\mathfrak h}^*\) are dual bases, and \(\mathfrak h\) acts on \({\mathfrak h}^*\) by the coadjoint action. There is a corresponding natural concept of a quantum dynamical \(R\)-matrix as an \(\mathfrak h\)-equivariant meromorphic function \({\mathcal R}:{\mathfrak h}^*\rightarrow{\mathcal U}({\mathfrak g})^{\otimes 2}\) satisfying the quantum dynamical Yang-Baxter equation: \[ {\mathcal R}_{12}(\lambda){\mathcal R}_{13}(\lambda+th^{(2)}){\mathcal R}_{23}(\lambda)= {\mathcal R}_{23}(\lambda+th^{(1)}){\mathcal R}_{13}(\lambda){\mathcal R}_{12} (\lambda+th^{(3)}). \] In the paper, a theory of dynamical Yang-Baxter equations over an arbitrary Hopf algebra is developed and applied to quantization of vector bundles. Firstly, the classical Yang-Baxter equation over the base \(\mathfrak h\) is generalized to a concept where the base is an arbitrary Lie bialgebra. Secondly, dynamical extensions of monoidal categories and quantum dynamical R-matrices over an arbitrary base are defined. Then, a dynamical twist for Levi subalgebras in a reductive Lie algebra is constructed. Finally, a notion of dynamical associative algebra as algebra in dynamical categories is introduced and applied to construction of equivariant star-product quantization of vector bundles on semisimple coadjoint orbits of reductive Lie groups.
