In this paper the authors present the detail review of the current state on the topic of bifurcations of heteroclinic cycles for smooth, meaning \(C^{\infty}\), parametrized families \(\{g_t | t\in R \}\) of surface diffeomorphisms. Under some assumptions the authors prove that, when the Hausdorff dimension is bigger than one, but not much bigger, then for most \(t, |t|\) small, \(g_t\) is a non-uniformly hyperbolic horseshoe in the neighborhood \(W\), and so \(g_t\) has no attractors in \(W\). Most \(t\), and thus most \(g_t\), here means that \(t\) is taken in a set of parameter values with Lebesgue density one at \(t=0.\)
