This paper deals with a pair of Maxwell systems connected on the boundary with boundary dissipation only for one of them. With some geometric conditions on the domain, results on uniform stabilization of the solutions are established. Exact boundary controllability is then obtained through Russel's ``controllability via stabilizability'' principle. The exact controllability problem is studied by means of the Hilbert uniqueness method introduced by J. L. Lions. This paper does not contain any concrete application.
