The relevant congruence is constructed in Section 6 (Theorem 6.5). In order to apply these congruences to the Bloch-Kato conjecture, it is essential to know that the congruence is not associated to an eigenform with reducible Galois representation (Corollary 7.5). The last section gives a lower bound for the size of the Selmer group (using the congruence from Section 7), hence proving the main theorem.
