In the present paper, the spectral problem for the Sturm-Liouville operator with arbitrary complex-valued potential $q(x)$ of the class $L_1(0,\pi)$ and degenerate boundary conditions is considered. The paper is the second part of [the author, Differ. Equ. 54, No. 10, 1338--1353 (2018; Zbl 1414.34022); translation from Differ. Uravn. 54, No. 10, 1367--1382 (2018)], where was noted that the system of root functions $\{u_n(x)\}$ of the Sturm-Liouville operator with degenerate boundary conditions can be incomplete in the space $L_2(0,\pi)$. The author proves the following stronger assertion: the system $\{u_n(x)\}$ of root functions of this operator is not a basis with respect to the norm of $L_2$ in the closure of the linear span of itself.
