Chang presents a software cost model based on a state space model, noting the necessity for viewing a software release problem as a sequential decision problem. Further, it is assumed that `the optimal release time is chosen based on the current observation and process history and it is assumed that no observations will be made in the future' (p.\ 194). The cost model is based on a non-Gaussian Kalman filter model. A numerical example is provided.
