The Cauchy problem for a first-order equation in Banach spaces of the form \(Bu'(t) = Au(t)\), \(t\geq 0\), \(u(0)=x\), is well posed in terms of the existence of the resolvent of \(A\) in the case when \(B\) is invertible. The authors study the case of the degenerate Cauchy problem. They introduce linear multi-valued operators, and they give a necessary and sufficient condition for the uniform well-posedness property in the degenerate case. This condition is related to the existence of a strongly continuous semigroup.
