    Let L be a finite dimensional subalgebra of the Lie algebra of differentiable vector fields on a manifold M. A point \(p\in M\) is a zero for L if \(X_ p=0\) for every \(X\in L\). There is the natural representation \(L\to gl(T_ p)\). The zero p is elementary if \(H^ 1(L,T_ p)=0\). The author studies the set of zeros of L. The main result is the following: Suppose L is abelian and M is a compact surface. If every zero of L is elementary then there is a set \(H\subset L\) such that \(L\setminus H\) has measure zero and \(\sum_{i}index X_{p_ i}=\chi (M)\) if \(X\in H\). The article also contains new results concerning cohomology of Lie algebras.
