The authors give an interesting historical review of whether the fundamental mode of vibration of a clamped plate can change sign. There are several examples known of plates for which the sign does change. This paper shows that the punctured disc is one. The main result is that the least positive root of \[ [Y_ 0(\mu) + {2\over\pi}K_ 0(\mu)][I_ 0'(\mu) - J_ 0'(\mu)]-[Y_ 0'(\mu) + {2\over\pi}K_ 0'(\mu)][I_ 0(\mu) - J_ 0(\mu)]=0 \] is strictly greater than the least positive root of \[ I_ 0(\nu)J_ 0'(\nu)+I_ 0'(\nu)J_ 0(\nu)=0. \] This follows from asymptotic formulas for \(J_ 0(x)\) and \(Y_ 0(x)\), and considerations on the ordering of roots of \(J_ i(x)\) and \(Y_ i(x)\), \(i=0,1\).
