R-functions, i.e. functions mapping the upper complex half-plane into itself, have many applications and have been studied extensively. The main result of this paper is the characterization of certain meromorphic S-functions (the subclass of R-functions regular and nonnegative on the nonnegative semi-axis) arising from power series, in terms of the total nonnegativity (all minors are nonnegative) of their associated infinite Hurwitz-type matrices. \textit{B. A. Asner jun.} [SIAM J. Appl. Math. 18, 407--414 (1970; Zbl 0195.05001)] had proved that the finite Hurwitz matrix of a real quasi-stable polynomial (no roots with positive real part) is totally nonnegative, and it was then shown that using infinite Hurwitz matrices allowed one to show the converse. The author has generalized these results to entire functions and power series.
