    The author deals with the following BVP: \[ u''=f(y^2)u, \quad u=u(x),\;x\in(0,1),\;u(0)=u(1)=0. \] Conditions \(f(0)\geq 0\) and \(\lim_{r\to \infty} f(r)=-\infty\) provide the existence of a denumerable set \(\{u_n\}_{n= 0,1,\dots}\) of solutions to the given problem. He solves the natural question whether the system of functions \(\{u_n\}_{n=0,1,\dots}\) is a basis of a functional space containing ``arbitrary functions'' and proves that the system of functions \(\{k_nu_n\}_{n=0,1,\dots}\), with \(k_n=\|u_n\|^{-1}_{H^s(0,1)}\), is a Riesz basis of the space \(H^s(0,1)\).
