    Main result: For a polynomial \(P\) of two complex variables the following conditions are equivalent: (1) For all \(0<\epsilon<1<A\) and \(\sigma \in \{-,+\}\) there exists \(E^{\sigma} \in \mathcal D'(\mathbb R^2)\) with \(P(D)E^{\sigma} =\delta_0+f^{\sigma}\), where \(\text{supp} (E^{\sigma}) \subset \{x\in \mathbb R^2; \sigma x_2 \leq \epsilon \},\quad \text{supp} (f^{\sigma})\subset \mathbb R^2\setminus [-A,A]^2\). (2) For each \(c_1>0\) there exists \(c_2>0\) such that for all \((x,z) \in (\mathbb R \times \mathbb C)\cap V(P), \quad |z|\leq c_1|x|\), we have \(|\Im z |\leq c_2\). Here \(V(P):= \{z \in \mathbb C^2; P(-z)=0\}\).
