The problem \[ -y''+ q(x) y=\lambda y,\;0< x< T,\;q(x)\in L_2(0,T),\;y'(0)- hy(0)= 0,\;y'(T)+ Hy(T)= 0, \] \[ [y,y']^T(a+ 0)= A[y, y']^T(a- 0),\quad A= (a_{ij})^2_{i,j=1},\quad a\in (0,T), \] is considered. Here, \(q(x)\), \(h\), \(H\) and \(a_{ij}\) are real, and \(\lambda\) is a complex parameter. A uniqueness theorem for the reconstruction of the BVP considered (with a procedure for the solution), and necessary and sufficient conditions for the solvability of the inverse problem of the BVP reconstructed are given. The results are based on properties of the eigenvalues and eigenfunctions of the problem considered. The case \(a_{12}= 0\), \(a_{11}> 0\) and \(a_{11} a_{22}= 1\) is studied. The remaining cases can be studied in a similar way.
