The concept of stress has a long history. It was originally introduced by Cauchy, and then extended by Fourier. Here, the author considers a stress that describes interactions at a distance. For force interactions, the author calls this stress a ``reaching stress''. A precise mathematical definition is given and all theoretical results are obtained rigorously.
