    The purpose of this paper is to examine how the controllability of low Reynolds numbers for artificially swimmers is affected by the presence of a plane boundary wall on the fluid. A number of theorems are developed for a theoretical foundation of the subject and is one of the first in depth research study. As the quantitative approach of this study and the complete understanding of the situation on controllabilty is far beyond reach and this we can say it is a new direction of research which can be used for more complex systemic situation. No experiments are performed for validation.
