The monodromy conjecture asserts for an isolated singularity \(f:({\mathbb C}^n,0)\to ({\mathbb C},0)\) that a pole \(s_0\) of the topological zeta-function of \(f\) is a logarithm of an eigen value of the monodromy (i.e., \(\exp(2\pi i s_0)\) is an eigenvalue). Not all eigenvalues occur in this way: others are obtained from poles of zeta-functions for pairs \((f,\omega)\) with \(\omega\) an \(n\)-form on \({\mathbb C}^n\). This construction can give too many values. The goal of the authors is to define a collection of allowed differential forms \(\omega\) such that 1) \(\exp(2\pi i s_0)\) is a monodromy eigenvalue for any pole \(s_0\) of \(Z(f,\omega;s)\), 2) the standard volume form is allowed 3) every monodromy eigenvalue can be obtained this way. They achieve this goal for \(n=2\). The description of allowed forms is combinatorial, using splice diagrams. To be able to use induction the results are extended to singular ambient spaces, with integral sphere homology link. A splice formula for the topological zeta-function is given. Property (1) is proved unconditionally, but (2) and (3) only under the semi-group condition (satisfied for splice diagrams of plane curves), generalising to the present context the semigroup condition of Neumann and Wahl.
