    Let \(M\) be an \(n\)-dimensional complete, noncompact Riemannian manifold with \(C^\infty\)-bounded geometry. Denote by \(d(\cdot, \cdot)\) and \(V(x,r)\) the Riemann distance on \(M\) and the volume of the ball centered at \(x\in M\) with radius \(r>0\), respectively. \(M\) is also assumed to satisfy the doubling volume property that implies the existence of a constant \(D > 0\) such that \[ \frac{V (x, r)}{V (x, t)}\leq c_1\Big(\frac rt\Big)^D\qquad \forall\;x\in M\;\text{and}\;r\geq t > 0. \] Moreover, the heat kernel \(p_t(x,y)\) is assumed to satisfy the estimate \[ p_t(x, y)\leq c_2 \frac{e^{-d(x,y)^2/c_3t}}{V (x, \sqrt t)}\qquad \forall\;t > 0\;\text{and}\;x,y\in M, \] and to have a constant \(\gamma\in (0,1)\) such that, for all \(t > 0\) and \(x, y, z\in M\) with \(d(y, z)\leq \sqrt t\), \[ |p_t(x, y)-p_t(x, z)|\leq \frac{c_4 e^{-c_5 d(x,y)^2/t}}{V (x, \sqrt t)} \Big(\frac{d(y,z)}{\sqrt t}\Big)^\gamma. \] The main result of this paper states that, if \(m\) is a spectral multiplier satisfying \[ \sup_{t>0} \|\varphi(\cdot)m(t\,\cdot)\|_{C^A} <\infty, \] where \(0\leq \varphi\in C^\infty(\mathbb R)\) is a bump function on \(\mathbb R\) and \(C^A\) is the Lipschitz space of order \(A > D(1/p-1/2)\), then the operator \[ m(\Delta):=\int_0^\infty m(\lambda) \,dE_\lambda \] is bounded on \(H^p(M)\), \(\frac D{D+\gamma}< p\leq 1\). As a consequence of interpolation and duality, \(m(\Delta)\) is bounded on \(L^p(M)\) for \(1<p<\infty\) and on \(BMO(M)\).
