Pursuing their effort in studying so-called ``dual semigroups'' [see, e.g., the authors, Math. Ann. 277, No.4, 709-725 (1987; Zbl 0634.47039); Proc. Roy. Soc., Edinburgh Sect. A 109, No.1-2, 146-172 (1988)] the authors characterize weak\({}^*\)-continuous semigroups of bounded linear operators on a dual Banach space through a Hille-Yosida type condition.
