    Let \(\gamma\) be a closed rectifiable Jordan curve in the complex plane which divides the plane into a bounded connected component \(D^ +\ni 0\) and an unbounded connected component \(D^ -\). Let \({\mathcal H}:= H^ ++ H^ -\), where \(H^ \pm\) is the set of functions which are continuous on \(D^ \pm\cup \gamma\) and holomorphic in \(D^ \pm\). With the help of the Cárleman-Vekua regularization method the author constructs the Fredholm theory for a complete singular integral operator \(K= aI+ bS+ k\) acting from the incomplete normed space \(\mathcal H\) into a set \({\mathcal H}_ 1\subset {\mathcal H}\). Here the coefficients \(a\) and \(b\) belong to the Dini class \(I_ \gamma\), \(I\) is the identity operator, \[ (S\varphi)(t):= {1\over \pi i} \lim_{\varepsilon\to 0} \int_{\{\tau\in \gamma: |\tau- t|> \varepsilon\}} {\varphi(\tau)- \varphi(t)\over \tau- t} d\tau+ \varphi(t),\quad t\in \gamma, \] and \(k\) is an integral operator with a kernel admitting more than weak power singularities and oscillating discontinuities.
