The author defines a positive locally quaternion Kähler manifold as a non simply connected complete Riemannian \(4n\)-manifold \(M\) with positive scalar curvature whose restricted holonomy group is a subgroup of \(Sp(1)\cdot Sp(n) \). He proves that any such manifold is compact and locally symmetric; hence, it is a quotient of a compact symmetric quaternion Kähler manifold by a finite freely acting group of isometries. Then he derives the classification of all such manifolds from J. Wolf's results on space forms of irreducible symmetric spaces. The author associates to a positive locally quaternion Kähler manifold \(M\) some other manifold \(P\), fibered over \(M\), which may be considered as ``projective'' 3-Sasakian manifold. He determines the Betti numbers of all manifolds \(M\) and corresponding projective 3-Sasakian manifolds \(P\). In the last part, locally quaternion Kähler submanifolds of a positive locally quaternion Kähler manifold \(M\) are described and their geometry is studied.
