The authors propose a boundary integral method for exterior problems for the Helmholtz equation. The Burton-Miller method is used to remove the problem of non-uniqueness at characteristic wave numbers, but that introduces hyper-singular integrals. These are handled by using the fact that the Green's function satisfies the differential equation.
