The authors consider the properties of functions \(f\) from the space \(L^2(T)\) on the period \(T=[-\pi,\pi)\) with lacunary Fourier series such that the size of each gap is not less than a given positive integer \(q-1\). They obtain two-sided estimates of the \(L^2\) norms of such functions on \(T\) in terms of similar norms (more exactly, seminorms) on intervals \(I\) of length \(|I|=2h<2\). The estimates are obtained in terms of best one-sided integral approximations to the characteristic function of the interval \((-h,h)\) by trigonometric polynomials of degree at most \(q-1\). Similar classical results were obtained by \textit{N. Wiener} [Ann. Sc. Norm. Super. Pisa, II. Ser. 3, 367--372 (1934; JFM 60.0247.01)]. Other important results were obtained by \textit{A. E. Ingham} [Math. Z. 41, 367--379 (1936; Zbl 0014.21503)] and by \textit{A. Selberg} in the 1970s [``Lectures on sieve'', in: Collected papers. Volume II. Berlin etc.: Springer-Verlag. 65--247 (1991; Zbl 0729.11001)].
