    The author proves that a lower bound for the \(l_ p\) operator norm of a submatrix \(A{i_ 1\dots i_ k\choose j_ 1\dots j_ t}\) of \(A\in C^{m\times n}\) with full rank is \(\| A_ R\|^ \vdash_ p(m\leq n)\) or \(\| A_ L\|_ p^ \vdash(m\geq n)\) if \(k+t>\max(m,n)\), where \(A_ R\) and \(A_ L\) are the right and left inverse of \(A\), respectively. Some relations of the \(l_ p\) norm and the \(l_ p\) operator norm are obtained. Finally, as applications, the author gives several new bounds for the variation of the spectra of matrices and matrix pencils.
