The Cauchy problem for the dissipative wave equation is considered. After proving a lower bound estimate for the energy decay, one shows a condition under which the wave equation does not have the uniform decay property. This way, the author extends to wave equations with variable coefficients the condition for the non uniform decay proved -- in case principal term in wave equation has constant coefficients -- by \textit{M. Kawashita, H. Nakazawa} and \textit{H. Soga} [Nagoya Math. J. 174, 115--126 (2004; Zbl 1053.35076)]. In proofs, a technique based on semiclassical defect measure is used.
