Homogeneous Lorentzian spaces admitting a homogeneous structure of type \(T_{1}\oplus T_{3},\) with \(T_{1}\) and \(T_{3}\) homogeneous spaces, are studied. One considers a reductive homogeneous space with reductive split \(g=m+h\) and the subalgebra \(g^{\prime }=m+\left[ m,m\right] =m+h^{\prime }\) viewed as an ideal of \(g\). This ideal acts transitively and it is understood that an element of \(h\) appears in the algebra if it is an element of \(h^{\prime }\). Then, given a homogeneous structure, one writes down the maximal form of the algebra compatible with this homogeneous structure. The Jacobi identities impose constraints on the structure constants. After a redefinition of some generators in \(m\), corresponding to the choice of a different reductive split, one shows that the homogeneous Lorentzian space is either a locally symmetric space or a singular homogeneous plane wave.
