Let \(X\) be a projective variety over an algebraically closed field of characteristic 0 and let \(\iota: X\to{\mathbb P}^N\) be an embedding of \(X\). Denote by \(C_{n,d}(X,\iota)\) the Chow variety of cycles in \({\mathbb P}^N\) of dimension \(n\) and degree \(d\) with support in \(X\) and let \(C_n(X,\iota)=\bigcup_{d>0}C_{n,d}(X,\iota)\). For any reduced scheme \(T\) let \({\mathcal F}_n(T)\) be the set of `regular' cycles in \(X\times T\) of relative dimension \(n\) over \(T\). The aim of the paper is to show that \(C_n(X,\iota)\) represents the functor \(T\mapsto{\mathcal F}_n(T)\) from reduced schemes with `semi-regular' maps to sets.
