In this article, the authors study differentiable, pseudo-free (action without fixed points and with finitely many exceptional orbits) actions (\(\psi\)) of the circle group \(S^1\) on an odd-dimensional compact manifold \(M\). The authors define an invariant, denoted by \(e(M,\psi)\), (\(\mathbb{Q}/\mathbb{Z}\)-valued, using a theorem in [\textit{A. Weinstein}, Commun. Pure Appl. Math. 30, 265--271 (1977; Zbl 0339.58007)]). The invariant is the Chern number of the line orbibundle over the orbimanifold \(B=M/S^1\). The authors prove \[ e(M,\psi)=\sum_{C\in \mathcal{E}}\dfrac{q_1(C)^{-1}q_2(C)^{-1}\cdots q_n(C)^{-1}}{p(C)}\mod\mathbb{Z}, \] where \(p(C)\) is the order of the stabilizer of the exceptional orbit \(C\) and \(q_i(C)\) are certain integers associated with the isotropy representation of \(\mathbb{Z}_{p(C)}\). The authors deduce some corollaries of this formula, such as vanishing of this invariant when \(M\) is a product manifold or when the action preserves an almost complex structure or when \(M\) and the action are symplectic. Also, some consequences of the vanishing of this invariant are deduced. There is also a conjecture related to a certain power in [loc. cit.].
