The paper gives a foundational treatment to theta representations of Brylinski-Deligne covering groups. The theta representations appear as local representations of residues of Borel Eisenstein series; they are associated to unramified exceptional characters of the covering groups. The main result of the paper is an explicit upper and lower bound of the dimension of Whittaker functionals on the space of theta representations. In many cases, the two bounds coincide and the paper gives an exact formula for the dimension. The particular interesting case is when the dimension equals 1, in this case the theta representation is said to be distinguished. The paper gives a precise condition to when the theta representations are distinguished in case of the covering groups of type \(A\), \(B\), \(C\) and \(G_2\).
