The author constructs stable filtering schemes with rational dilations by the theory of shift-invariant spaces. In particular, principal shift-invariant spaces offer frame wavelet decompositions for rational dilations even when the associated scaling function is not refinable. It is shown that such frame wavelet decompositions give rise to stable filtering schemes with finitely supported filters [cf. \textit{J. Kovačević} and \textit{M. Vetterli}, IEEE Trans. Signal Process. 41, No. 6, 2047--2066 (1993; Zbl 0775.93262)].
