    The paper is concerned with the rotation phenomenon in General Relativity. The author states, that a) it separates in two alternative cases, proper rotation and pseudo-rotation, b) the phenomenon can be related to rotating congruences and rotating tetrads, leaving its mark primarily upon metric, c) from the viewpoint of the material contents of the space time, it corresponds to rotation of eigenvectors of the stress-energy tensor, d) if isometries are taken into account, rotating Killing vector fields should be considered. This is the only method to deal locally with the rotation phenomenon in the vacuum, e) in a perfect fluid, the motion is considered as that of the fluid's 4-velocity vector field. In the \(r\)-form field theoretic description of fluids it is equivalent to the presence of an inhomogeneity term in the dynamic field equations. The authors note, that more than one timelike or spacelike Killing vector with rotation or pseudo-rotation, respectively, may exist simultaneously. The paper refers to one of the most important fields of research by one of the authors (N. V. Mitskievich), who is one of the most authoritative relativists, in spite of a not so large number of entries in the well known databases. The reviewer knows well his book ``Physical fields in General Relativity'' (Moscow, Nauka, 1969), as well as his contribution to scattering theory of particles and fields by a weak Schwarzschild field, his prodigious activity as a translator (into Russian) and editor of many of the reference books in General Relativity.
