The main theorem of the paper: Suppose \((M,\xi)\) is a closed oriented 3-manifold with a positive overtwisted contact structure. Then there exist a contact form \(\lambda\) and an admissible complex multiplication \(J\) such that \((M,\lambda,J)\) admits a stable finite energy foliation of Morse-Bott type. The foliation has precisely one nondegenerate asymptotic orbit and one or more Morse-Bott tori of asymptotic orbits, and every leaf is either an orbit cylinder or an index 2 finite energy sphere with distinct simply covered asymptotic orbits, all positive.
