    The feature of the title problem is that it reduces to a singular integral equation whose kernel contains two fixed singularities as well as the traditional movable singularity of the Cauchy kernel. An efficient approximate method of solving equations of this type is presented, based on the construction of a closed solution of a special form of this equation.
