The paper deals with a Cauchy problem for a general strictly hyperbolic system of conservation laws, which do not satisfy the standard conditions of genuine nonlinearity or of linear degeneracy. A front tracking algorithm constructed that generates a piecewise constant approximate solution converging to the vanishing viscosity solution of the system which needs not to be in conservation form. In the conservative case, the limit of front tracking approximation provides a weak solution satisfying a generalized admissibility criterion.
