The paper settles Kallaher's conjecture that every affine plane of prime order with a transitive collineation group is Desarguesian. The bulk of the proof concerns the result for p an odd prime, that, if a polynomial function f: GF(p)\(\to GF(p)\) of degree at most p-1 has the property that, for each e, \(d\in GF(p)\) with \(d\neq 0\), the equation \(f(x+d)-f(x)=e\) has a unique solution \(x\in GF(p)\), then it is quadratic.
