This article generalizes \textit{M. Bhargava}'s parametrization of quadratic rings with cubic resolvent rings over the integers by pairs of integral ternary quadratic forms [Ann. Math. (2) 159, No. 3, 1329--1360 (2004; Zbl 1169.11045)] and \textit{G. Casnati} and \textit{T. Ekedahl}'s construction of Gorenstein quartic covers by certain rank-\(2\) families of ternary quadratic forms [J. Algebr. Geom. 5, No. 3, 439--460 (1996; Zbl 0866.14009)]. The author constructs a quartic algebra from any pair of ternary quadratic forms, and proves the following theorem: There is an isomorphism between the moduli stack for quartic algebras with cubic resolvents and the moduli stack for double ternary quadratic forms.
