The author studies the elementary orthogonal transformations for quadratic spaces with a hyperbolic summand over a commutative ring that were initially introduced in [\textit{A. Roy}, J. Algebra 10, 286--298 (1968; Zbl 0181.04302)]. These transformations over fields are known as Siegel transformations or Eichler transformations, and the group generated by these transformations as the Dickson-Siegel-Eichler-Roy orthogonal group. The author proves normality results and the stability results under \(\Lambda\)-stable range condition, as well as the injective stability for \(K_1\) of the orthogonal group under stable range condition. The main tool in the proof of normality is a decomposition theorem for the elementary subgroup, and the proof of stability relies on methods developed earlier in [\textit{A. Bak} and \textit{G. Tang}, J. Pure Appl. Algebra 150, No. 2, 107--121 (2000; Zbl 0961.19002)] and [\textit{A. Bak} et al., \(K\)-Theory 30, No. 1, 1--11 (2003; Zbl 1048.19001)].
