We define an algebraic homology functor on Artin stacks, generalizing the usual Chow group functor on schemes. We prove basic properties and carry out the construction of intersection-theoretic operations. The constructions are sufficient to permit the development of an integer-valued intersection product on any smooth Artin stack which admits a stratification by quotient stacks, generalizing the equivariant intersection theory of Edidin and Graham. This class of Artin stacks includes stacks with quasifinite diagonal. Thus we have a proof of a conjecture of \textit{A. Vistoli} [Invent. Math. 97, No. 3, 613-670 (1989; Zbl 0694.14001)] which says that a scheme, which is a moduli space for a smooth Artin stack with quasifinite diagonal, is an Alexander scheme, i.e., behaves like a smooth scheme from the point of view of intersection theory with rational coefficients.
