This paper considers three-dimensional vector fields. It is well known that in a neighborhood of any homoclinic orbit of Shilnikov's type there exist infinitely many horseshoes. When the vector field is perturbed to break the homoclinic connection, such horseshoes are destroyed and there appear persistent strange attractors. Moreover, infinitely many strange attractors can coexist in a persistent way. This paper proves that such Shilnikov configuration appears in any generic unfolding of any nilpotent singularity of codimension three. This proves a conjecture stated in \textit{A. Arneodo, P. Coullet, E. A. Spiegel} and \textit{C. Tresser} [Physica D, 14, 327--347 (1985; Zbl 0595.58030)].
